Google’s pay per action ads

Just read on www.channelnewsasia.com that Google is expanding a new form of ads for worldwide use.
Instead of charging the publisher for clicks, pay per action ads only charge when ad clickers actually perform meaningful activities like making a purchase. This is very good news for Adwords publishers as they get more value for money. Adwords publishers only pay when a user buys. That translates into much more profit than paying for clicks where a majority of clicks do not convert into sales.
However, I wonder how these form of ads affect Adsense users. Would it make it even harder now for Adsense users to earn? I believe so.
